What changes on 1 January 2027

What the EU-Mercosur Agreement cuts from the European Union duty that day for goods exported from Argentina, line by line.

On 1 January 2027 the EU-Mercosur Agreement lowers the EU duty on 3,827 lines of the 9,793 lines of the Combined Nomenclature for goods from Argentina. Another 141 lines move to a new stage whose duty depends on composition, the entry price or another condition. 20 quotas open the 2027 period. Counted on 30 October 2026 from the agreement's schedule (Appendix 2-A-1).

1 January in figures

  • 3,827lines have their duty cut
  • 141move to a new stage, with a duty that depends on composition, the entry price or another condition
  • 5,825do not change (no reduction, already at 0, or their next step is in another year)

None reaches 0 that day. The sheet of each line says the year it does.

In the 3,498 lines that go from one percentage to another, the average step is 1.2 points.

Each line is counted with the same calculation as its sheet, from the agreement's schedule. A line goes down on 1 January when its next step falls on that day.

What expires before 1 January

  • Year 0 of 20 quotas, which the agreement prorated to the months left in 2026, ends on 31 December 2026. From 1 January the next year's volume applies.
  • The allocation of the steel quotas applies until 31/12/2026 (Implementing Regulation (EU) 2026/1457, Article 6) and covers 303 lines. From 1 January, whatever the regulation replacing it says applies. The sheet of each line follows TARIC, which gives no end date yet. Implementing Regulation (EU) 2026/1457

Trade defence is charged on top of the duty and the agreement does not reduce it. The end date is the one in TARIC and may be extended.
